Prepaid Metering Agreement
Service Address

1. New members electing prepay metering will complete an application for membership/electric service, which includes verification of identification.

2. A security deposit is not required

3. Debt management services may be available. An amount equal to 50 percent of future payments will be applied to the current bill, as well as any unbilled amounts. The remaining 50 percent will be applied as a prepayment for future energy services. Once all accounts receivable charges are paid, 100 percent of future payments will apply as a prepayment for future energy services.

4. After initial enrollment, prepaid accounts are not eligible for credit extensions or payment arrangements.

5. Members electing prepay metering will be required to provide a valid email address and mobile phone number. Members are solely responsible for keeping their information up to date to ensure receipt of notifications. Out dated information could lead to disconnection of a member’s service, due to not receiving notification from OTEC about an account balance. Member agrees that OTEC may send pre-recorded voice messages and pre-typed text messages to member’s mobile phone number and member agrees to indemnify OTEC against any claims resulting from OTEC sending messages to someone other than the member, where member has canceled the mobile phone number without notifying OTEC of the change. Please be aware, even though OTEC text and email alerts are complimentary, a member’s messaging and data service provider may apply rates.

6. Members may view their energy usage via the Internet, receive notifications, and make payments as their budget allows. Please be advised: setup and account verification is required prior to using the Internet to manage an account. Members can manage their account via the member portal. For more information, please go to www.otec.coop and click on the “Pay my Bill” option.

7. A minimum credit balance of $25 is required to enroll in the prepaid metering program and to activate an account. A minimum $25.00 credit balance is required to reestablish service and reactivate a meter after disconnection.

8. Notifications (alert) will be sent to members on a daily basis following enrollment when an account reaches a $25.00 credit balance. The “alert” balance may be changed by the member at any time. Notification will only be given by email or text. Notification preferences can also be managed via the member portal at www.otec.coop, Pay my Bill.

9. Payments may be remitted via the Internet or OTEC’s mobile application. Payments may also be remitted by visiting an OTEC kiosk (see the reverse side for kiosk locations and hours), or remitted at an OTEC office during regular office hours, 8 a.m. to 5 p.m., Monday through Thursday and 9 a.m. to 5 p.m. on Friday, excluding recognized holidays. Members may call their local OTEC office during regular business hours for assistance.

10. The automated payment systems, which includes the member portal (online), mobile application or a kiosk, may be used during non-office hours and on holidays.

11. A member’s account will be subject to immediate disconnection at any time, including weekends, some holidays or during severe weather conditions, when their account reaches a zero balance. Notification of a zero account balance will only be given via email or text.

12. Under normal circumstances, the prepaid metering system will reconnect a disconnected meter within 90 minutes of OTEC receiving notification of a $25.00 or more credit balance. Member understands that it is their responsibility to call the OTEC office for assistance if the reconnection does not occur (see reverse side for phone numbers).

13. When a member’s account is disconnected and not reactivated by prepayment within seven calendar days, the account will be considered inactive and a final bill will be issued. The prepaid metering service agreement will be canceled.

14. The member may, at any time, elect to convert the prepay meter account to a postpaid meter account. However, OTEC reserves the right to require full deposit and reconnect fees as a condition of continued service, based on the member’s previous pay history.

15. A final bill will be issued on all inactive accounts. Any credit balance will be refunded approximately 30 days after the final bill has been issued.
