Residential
Appliance Guidelines:
- You must provide an energy guide
- New appliances must be ENERGY STAR rated
- Appliances must be electric
Qualifying Appliances
- Clothes Washers and Dryers
- Dishwasher
- Refrigerator
- Freezer
- Water Heaters
Water Heater Guidelines:
- You must provide the energy guide and proof of make & model
Heat Pump Water Heater Guidelines:
- Heat Pump Water Heaters Must be on the Qualified Products List
- In addition to the energy guide, you must also:
- know if the water heater is in a conditioned or unconditioned space
- provide gallons it is rated for
- know if it is a split system
- For new construction projects, only the split system qualifies for a rebate
Commercial

Low-Income

- Proof of income must be provided using the Low Income Confirmation of Status form, which can be completed by:
- Community Connection for Grant, Baker, and Union County Residents
- Community in Action for Harney County Residents
- The required information is the same as that needed for the Residential Rebate. For more details on the necessary documentation, please refer to the specific rebates.
- Some measures offer funds for necessary repairs at the time of installing the new product(s). Before beginning your project, please consult with OTEC to confirm eligibility and rebate amounts.
- 40 Gallon Heat Pump Water Heater

Residential
- Home must be heated by an electric forced air furnace or an all-electric heat pump
- One thermostat per electric furnace, max 2 per home
- The thermostat must be on the qualified products list
Commercial
- Businesses must be heated by electricity and currently do not have a web-enabled thermostat.
- The building cannot be used for lodging, 24/7 occupancy, or semi-conditioned spaces.
- The thermostat must be on the qualified products list.
- Verification rebates are offered up to 4 times in the first 2 years.
Low-Income
General Guidelines

- Advanced Smart Thermostat - Installed

Both non-ENERGY STAR level 2 and ENERGY STAR level 2 chargers qualify for rebates.
Commercial
Must provide ENERGY STAR rating if applicable.

Heating Qualifications & Requirements
- The new unit is all electric with no other fuel source
- The system must meet federal minimum requirements
- Only one system per home, unless the home is over 4,500 square feet, then two are allowed.
- AHRI Certified Reference Number must be supplied
- Must be ENERGY STAR rated
Heating Rebate Types
- Mini Split Ductless Heat Pumps (either ducted to indoor units or non-ducted)
- Ducted Electric Forced Air Conversion
- New Construction or replacing all electric heat pump with all electric variable speed heat pump
Cooling Qualifications and Requirements
- Central AC units
- System must be rated at 15.2 SEER2 (for units manufactured after Jan 1, 2023)
- Only one system per home unless home is over 4,500 square feet, then two are allowed
- AHRI Certified Reference Number must be supplied
Commercial
Ductless Heat Pump (DHP) Guidelines:
- AHRI Certificate or Reference Number must be supplied
- AHRI for non-ducted systems 10.4 HSPF2
- AHRI for ducted systems or mixed systems 9.4 HSPF2
Air Source Heat Pump (Under 65,000 Cooling Capacity BTUs)
- Split Systems Efficiency Requirement: 8.1 HSPF2
- Single Package Efficiency Requirement: 7.0 HSPF2

Low-Income

- Must have no insulation currently
- The invoice must state:
- type of insulation
- square feet of insulation
- the existing amount of insulation before the install
- Windows:
- Cannot change the size of windows
- Receipt must show size and U-factor of new windows
- New windows must be 0.30 U-factor or less
- the lower the U-factor, the better
- 0.22 U-factor has higher rebates
- Doors:
- Old exterior doors must be non-insulated or leaking air (provide photo)
- Proof of ENERGY STAR rating for new doors is required
- For sliding glass doors, U-factor at or below 0.30 receives a higher rebate

Stock Water Tank
- Provide proof of warranty of 1 year or more
- Must be new
- Must be sized for the type and number in the herd.
- Enclosed, fully insulated, easy for livestock to open
- Must be non-electric, but electricity at the site is required
- GPS coordinates of the unit
Thermostatically Controlled Outlet
- Outlet must control heating device in a utility or ag building with a water system
- New unit needs to turn on at 39 degrees and turn off at no higher than 50 degrees
- 1 unit per building

Variable Frequency Drive
- Picture of Name Plate on Pump

Pump Upgrade
- Project information sheet completed by vendor or member
- Copy of pump curve with the operating point marked on the curve
- 20 to 500 hp
- Ag use only
- Must be replacing an old pump
- HP must be the same as the existing pump unless a VFD is added. Then, you can increase the pump size.

- The new home must have Northwest Energy Efficient Manufactured Home (NEEM) certification of either 1.1 or 2.0
- The new home must have all-electric heating
- An additional rebate can be applied separately for adding a heat pump
Additional rebates are available for replacing an existing manufactured home with a new one:
- The original home must have been manufactured pre-1976
- The original home must have had permanently installed electric heat
- The original home must be decommissioned
